The model for development required by the Knowledge Economy puts great value on the form of the city and the presence of places and social networks to encourage the circulation of the most precious commodity of all: ideas. A city of knowledge must be poly-centric, open, able to unite people and projects rather than isolate them. It must pay careful attention to the quality of the landscape and beautify the urban environment in order to attract the attention of those sectors of society that are most creative and inclined toward innovation. And it must nurture green areas, considering them essential elements that help guarantee a good quality of life.

The axis for urban and territorial transformation will deal with four topics: the quality of the projects dealing with transformation, care of the landscape and environment, valorization of local systems, placing Torino within an international network of cities.

  • The quality of the projects regarding urban transformation depends to a great degree on whether they are considered part of a system which studies not only the single project, but its relationship to all the other projects in a unitary vision of the city, in which the functional and competitive reorganization of the territory is combined with attention to the quality of the environment and the urban context. One example of this approach is the Cittadella Politecnica, a project of the Politecnico di Torino to expand the historical university buildings with new areas dedicated to teaching, research, attracting new investments and the transfer of technology to businesses. A key element of the project is the importance it gives to constructing areas for cultural and sporting events, for bringing together society and students, as part of a program for the urban regeneration of the entire neighborhood.
  • The transformations that have taken place in recent decades in Torino‚Äôs municipal area have had an effect on the quality of the landscape and the natural and agricultural surroundings. A project for valorizing the metropolitan area‚Äôs naturalistic patrimony, with its riverside parks, the large urban parks, the system of Savoy Residences that surround the city - that even calls for mechanisms to compensate the environment for transformations and infrastructures that have a heavy impact on their surroundings - can become an important opportunity for finding a new balance for the territory and making it more attractive by forming a green metropolitan network, a meeting point between city, nature and agriculture.
  • The valorization of local systems reflects the idea of the metropolitan area, a governing space in which the administrative confines of the single Municipalities are overcome in order to find new answers to the needs of the people, to the flows of transportation, to the construction of a public transportation system that is an efficient alternative to private vehicles, to the identification of productive and logistic activities, to the protection of natural areas. Because of the complexity of the undertaking, planning the metropolitan territory is above all an opportunity to experiment forms of government based on collaboration between administrations, to follow common projects within a single idea of the city.
  • This capability is to a certain degree similar to that required of the cities that become part of the national and European network of cities. Nevertheless, this is one of the major weak points of Torino‚Äôs international relations; the city must strengthen its position, its external image, its functions and sectoral specializations, as well as its own territorial strategy.


  1. Identify nodes in the metropolitan infrastructure in which to carry out innovative transformation projects
  2. Strengthen the system of parks and the landscape-environment in relation to the city and its transformation
  3. Valorize the local metropolitan systems to encourage poly-centricity
  4. Include the territory in the hub of city networks that generate knowledge, development and urban quality
